台灣高鐵公司董事會，13日下午順利通過航發會法人代表范志強為台灣高鐵董事長，立榮航空董事長鄭光遠擔任執行長。但幾乎在同時間，高鐵卻發生號誌異常，導致大規模停駛，受影響旅客高達3萬5000名，估計損失約新台幣3000萬元。

葉匡時上午在立法院前受訪表示，希望鄭光遠在長榮航空任職期間有非常好的紀錄，希望他能讓高鐵維持系統的穩定、安全與可靠，這是第一要務。
