為了保障留學消費者的權益，行政院消費者保護會已討論通過由教育部所研擬的「海外留學定型化契約範本暨其應記載及不得記載事項」，將於近期公告實施。為了避免因留學業者違約，發生消費者未能留學的損害，將明定業者的損害賠償責任，「以消費者已向海外教育機構繳交入學費用中未能退還金額的3倍計算」，若消費者能舉證損害超過前述金額，業者應足額賠償。另外，業者應將留學辦理情形詳實告知消費者，並詳實記載海外急難聯絡人的資訊。
