房屋+地價稅＜牌照+燃料稅

台灣房地產持有成本偏低，有錢人拼命置產，一般老百姓卻無力購屋。中央研究院指出，擁有2000萬房屋一年繳納的房屋稅和地價稅僅約2萬元，比一部2000CC轎車，每年所需繳納的牌照稅和燃料稅總和還低，顯見稅制的扭曲和不健全，我國地價稅和房屋稅合計比重占GDP的比例，嚴重偏低，有調整空間。

中研院表示，這些資本利得所需繳納的稅賦明顯偏低，說明國內房地產價格不斷飆漲，炒房現象難以有效抑止的原因。

報告書舉例，台北市40坪房屋，土地持分8坪，2001年市價1000萬元，概估投資報酬率，2013年可售得3050萬元，資本利得2050萬元，合計過去12年所需繳交稅負每年約3萬元，房地產持有之平均稅率僅千分之一，明顯偏低。資本利得稅賦約34萬元，資本利得稅率1.66%，遠比所得最低級距5%還低。
