基隆台北合併議題引起不同意見，
贊成者認為這是解決基隆結構性問題的良方，也有人認為磁吸效應會更嚴重，更遭邊緣化

這套方案始於行政院研考會委託政大黃德福執行的「我國行政區域劃分問題分析」，完成於 1997 年。原先的規劃將臺灣分成臺北、臺中、高雄三個直轄市，以及北基、桃竹苗、中彰投、雲嘉南、高屏澎、宜花東六個省。後來由於省已虛級化，1999 年政策宣示時取消六個省。這套方案最大的特色在於強調「均衡」，因此人口超過一百萬的桃園縣、彰化縣、臺南縣、高雄縣都被一分為二，臺北縣甚至一分為三 (尚未決定名稱)。
