網路線保護器問題，請達人解惑

因有購買某款網路電話的設備(skype的網路電話，應該有人知道吧)，而這設備的語音卡常常燒掉，經過跟廠商工程師討論後，他說懷疑是有電流流入語音卡，造成語音卡燒掉，而他說語音卡可以承受的電壓是正負48v。

問題來了，想請問有人知道是否有保護電壓是48v以下的網路線保護器? 就是只要電壓只要超過48v的話就會啟動保護的網路保護器，應該是只要保護電壓是48V以下的就可以吧，因是要接網路線的，需要能接網路線的那保護器

而我在網路上都只找的到防雷擊的那種，最低可以保護到的電壓都遠大於48v。

麻煩請有相關經驗的大大幫忙解決這個問題，真的很煩惱
