台東縣卑南溪因流經利吉惡地，遭大水掏刷產生崩塌，也是風飛沙發生的重要原因之一，第八河川局自99年起，投入2億1000萬元經費建設，完成長度1910公尺、排水路1580公尺及進出排水門共5座，今天上午辦理啟用儀式，完工後將兼具防洪效益，及減緩利吉地區山坡地土地流失情形。
