前東縣議員張順成收賄判刑

前台東縣議員張順成被控在2012年縣議員第11選區補選時，涉以每票2千元買票，案經台東地方法院審結，昨天判處他3年2月有期徒刑、褫奪公權2年，全案仍可上訴。

判決書指出，台東11選區縣議員因前任議員余忠義選上海端鄉長出缺，2012年11月24日補選，張順成以880票打敗620票的對手余秀芳，張順成後來遭余秀芳檢舉涉嫌買票。檢警查獲張順成的妻余華新和樁腳，以每票2千元買票。

全案一審時，張辯稱都是妻子與樁腳私人行為，他毫不知情，但有收受現金的2名證人指證歷歷，法官認定張意圖當選，其妻亦意圖使張當選，兩人共同基於對有投票權人交付賄賂確定，依法處張有期徒刑3年2月，褫奪公權2年。

余秀芳也對張順成提出民事當選無效之訴，去年7月經台東地方法院判決張當選無效，張隨後上訴，惟，花蓮高分院今年初已駁回張上訴，張當選無效定讞。
