（中央社記者龍珮寧台北2014年5月15日電）7月基本工資提高到新台幣1萬9273元，兼職補充保費門檻是否放寬等同，社保司長曲同光，目前正在研議，是考慮方案之一。

二代健保去年上路，針對民眾兼職所得、租金收入、利息所得等6大類收入若單筆超過5000元需課繳2%的補充保險費，健保署統計，去年補充保費收入330多億元，其中兼職所得約23億元。

衛生福利部社會保險司司長曲同光說，在補充保險費扣繳項目下的兼職所得一直有檢討調整下限的聲音，對此，衛福部擬出幾種試算方案，包括將兼職所得下限由5000元調整到與基本工資相同，不過仍沒有定案。

曲同光說，對於兼職所得，由於這是民眾額外兼差收入，性質上接近勞務所得，因此外界一直有放寬下限標準的討論。

是否應設排富條款，曲同光指出，在技術上可能有問題，不過這也具有合理性，然而這仍需討論。另外，推估若將5000元門檻放寬到基本工資，則補充保費將因此少收7億元，而受惠民眾將有28萬人。
