高速公路限速問題討論

有時看見大家在討論，關於 高速公路龜車佔用內線問題，
我在想高速公路為什麼不規定時速，
外線40～70，中線70～100，內線100～120，
低於或高於限速都開單，
如此是否就可以避免有飆車與龜車。
請各位一起討論，我的想法是否正確？
執行上是否有困難？困難點在哪裡？
