美國總統歐巴馬21日下午抵達菲律賓馬尼拉訪問，兩國將簽署新國防協定，菲律賓將允許美國軍機進出菲國基地。歐巴馬表示，此舉目的並不在於反制或圍堵中國。他強調，美軍不會重建原本在菲律賓的舊基地，也不會建立新基地。

他指出，中國將成為亞太地區的支配性強權，但中國的邦國也應能夠依據本身的條件邁向繁榮。

菲律賓總統艾奎諾三世表示，歐巴馬同意領土爭議應依據國際法和平解決，他認為國際仲裁是公開、友善且和平的解決方式。
