反核運動延燒，群眾抗爭手段升溫。上午國發會主委管中閔措辭嚴厲，指民眾包圍立委座車，妨礙官員出入立法院「是亂象」。

管中閔上午出席立法院經濟、內政、財政聯席審查「自由經濟示範區特別條例草案」。面對媒體詢問，他說，現有制度明明有民主程序，立法院也是個民主程序，包圍立委座車，妨礙大家出入，不是民主程序，「我相信整個社會都不樂見這種情況」。

有媒體接著問管會不會擔心未來每周二、五立法院會都會發生這種事情？管中閔認為，今早的媒體已有評論，未來社會將有更多正義的聲音會出來，有機會矯正現在不正當的亂象。
