（中央社華盛頓14日綜合外電報導）白宮把烏克蘭東部動盪歸咎於俄羅斯，讓美國總統歐巴馬再度面臨了貫徹懲罰外國挑釁勢力的複雜問題。

美聯社報導，歐巴馬一再警告，克里姆林宮併吞克里米亞後，如果食髓知味，再度進犯烏克蘭東部，將對俄羅斯重要經濟產業祭出會讓當局喊痛的制裁。

警告歸警告，俄國總統蒲亭似乎鐵了心要考驗歐巴馬的底線，除了涉嫌煽動東烏抗議活動，也在俄烏邊界部署成千上萬兵力，不過目前為止，尚未發動全面軍事入侵。

對歐巴馬來說，美國回應烏克蘭危機的方式，不僅考驗他遏止俄國進攻的能耐，外界也會拿放大鏡審視，看他是否會像去年夏天敘利亞化武「紅線」事件一樣，對於懲罰外國挑釁勢力「光說不練」。

儘管歐巴馬這次沒有對蒲亭設下所謂的紅線，但他一再警告，如果克林姆林宮進犯烏克蘭東部將「嚴重升高」衝突，等同批准國際社會制裁俄羅斯經濟。

不過白宮從敘利亞事件學到教訓，避免講明什麼會「嚴重升高」烏克蘭情勢，只說美方相信俄羅斯煽動烏克蘭東部多個城市的暴力活動。

一如敘利亞，歐巴馬在處理俄羅斯顛覆烏克蘭一事的選項也不多。

美國和歐洲都不願直接採取軍事行動，白宮今天也表示，不積極考慮提供烏克蘭致命性援助。這讓歐巴馬和美國的國際夥伴大抵只能仰賴經濟和外交報復手段。（譯者：中央社蔡佳敏）1030415
