外勞入境體檢發現愛滋病，可望不必被遣送出境。為了符合國際人權趨勢，行政院會上午提出修法草案，取消非本國籍愛滋病患入境的限制，讓愛滋外勞可留在台灣貢獻勞動力。此外，基於國際趨勢逐漸將愛滋病視為慢性病，草案也修正感染者負起治療義務，並由健保支出。

草案指出，由於醫療進步，感染者死亡率大幅降低，考量穩定性的慢性病醫療屬於全民健保給付範圍，草案也增定感染者確診後兩年內的相關費用，將以公務預算補助；第三年起則由全民健保給付。
