立委主張：修法沒收黑心業者財產充公

立法院司法及法制委員會，今早舉行食品安全專案報告，國民黨立委廖正井、李貴敏指出，食安法頻繁修法，但黑心業者仍然一犯再犯，去年彰化大統公司被行政罰18.2億元被撤銷，只罰3800萬元，民眾不懂一罪不兩罰的法律原則，還以為獨厚大統，廖正井說要強烈要求，「誰敢犯錯就讓它倒閉，不但有行政罰，還要追繳他的財產充公，讓他一刀斃命」。

法務部政次吳陳環、衛福部常次許銘能表示，大統老闆高振利被判刑12年，罰金3800萬元，去年八月坐牢；為了排除一事不二罰，這次修法將刪除食安法內有刑法的部分，只保留行政罰並將罰款提高到2億元。
